The proposal, which came to light through internal documents acquired by CNN, laid out a system where, rather than holding screenings at individual airports, passengers at airports that support flights of fewer than 60 passengers be allowed to complete that leg of their itinerary without going through official security. Instead, those passengers and their luggage would be screened upon arrival at major airports, prior to boarding connecting flights.
