Alcochete has emerged as the most advantageous location for the new Lisbon airport, according to a report from the Independent Technical Commission (CTI). Out of nine options studied for the strategic environmental assessment aimed at increasing Lisbon's airport capacity, the CTI found the solutions combining the existing Humberto Delgado Airport with either the Alcochete Shooting Range or Vendas Novas, eventually transitioning to solely Alcochete or Vendas Novas with at least two runways, to be viable. Alcochete and Vendas Novas are also the most expensive options with a cost estimate of EUR 8.2 billion and EUR 8.1 billion respectively. 
The options of combining the existing Humberto Delgado with Montijo, or Montijo alone as an intercontinental hub, were deemed unviable due to aeronautical, environmental, and economic-financial reasons, particularly due to limited capacity for expanding air connectivity. Similarly, Humberto Delgado combined with Santarém, or Santarém as a sole airport, were not considered due to aeronautical navigation reasons. 
The CTI coordinator stated that constructing the new Lisbon airport would not require public funding, with all options being financially viable. A 30-day public consultation period on the report has been announced, after which the CTI will finalize its findings and conclude its mandate. #1213.3
