The White House proposed $163 billion in non-defense spending cuts in its 2026 discretionary budget request released May 2. While Congress must still finalize the federal budget, the proposal provides a look into Trump administration priorities that would include both increases and cuts for different programs funding construction projects.
The cuts would amount to a 22.6% decrease from the enacted 2025 budget. As proposed, the partial budget would formalize many cuts the president has moved to make via executive order, such as to environmental initiatives and diversity, equity and inclusion programs.
Some of the largest cuts are proposed to the U.S. State Dept. and international programs, amounting to a reduction of $49.1 billion, or 83.7%. Department cuts of $33.6 billion would come from Housing and Urban Development and $33.3 billion from Health and Human Services.
