Welcome to the latest instalment of the UK-Ukraine Transport Partnership newsletter, featuring a write up of the recent meeting between Prime Minister Keir Starmer and President Volodymyr Zelenskyy, and a call for organisations interested in engaging with the Government of Ukraine in the maritime industry.

UK – Ukraine Strategic Dialogue

On 17 March the Prime Minister and President Zelenskyy met to progress the UK – Ukraine Strategic Dialogue. The dialogue provides a long-term framework for advancing shared objectives and deepening cooperation under the 100 Year Partnership, 2020 Strategic Partnership Agreement and the 2024 Bilateral Security Agreement. The UK – Ukraine Strategic Dialogue is organised around eight thematic pillars and includes transport as one of the core areas of cooperation. In Pillar Eight, which covers economy and trade, transport is recognised as one of the essential enablers of future growth, supporting efforts to remove barriers to bilateral trade and strengthen links that underpin future investment.

At DfT we actively support this agenda by developing and shaping transport projects which feed into future investment pipelines, ensuring the UK remains a committed partner in Ukraine’s long-term recovery and reconstruction.

UK-Ukraine Sectoral Transport Working Groups

The Department for Transport hosted the first re-established UK-Ukraine Transport Working Group in November 2025, in partnership with the Ministry of Development of Communities and Territories of Ukraine. Following this, DfT is progressing a series of sectoral working groups, each focused on key areas of shared interest. Most recently, an Aviation Sectoral Working Group was held on 26 February to discuss Ukraine’s aviation priorities in line with the commitments set out in the 100-Year Partnership, including supporting Ukraine’s operational readiness and airspace modernisation.

Looking ahead, we plan to convene further Sectoral Working Groups, and are keen to involve UK organisations in these discussions. The next session, scheduled for spring, will focus on Maritime.

Transport Procurement Opportunities Update

DBT recently launched the new UK – Ukraine Reconstruction Procurement Dashboard, which forms a single, centralised platform that brings together live tenders from the World Bank, European Investment Bank and European Bank for Reconstruction & Development. We encourage UUTP members to explore the transport related opportunities currently listed:

·        Repairing Essential Logistics Infrastructure and Network Connectivity: Procurement of Maritime Vessels: Maritime Tug with Azimuth Thrusters and Pilot and Service Boat

 

·        Repairing Essential Logistics Infrastructure and Network Connectivity: Consultancy Services for Development and Design and Project Documentatino for Capital Repair and Reconstruction of M-06 – Chop Road

The dashboard is freely accessible to UK businesses via GOV.​UK: Ukraine Public Dashboard.

For further reconstruction related opportunities, we encourage UUTP members to join the Construction Professional Services framework. Please do keen an eye out for future opportunities originating from DfT within this framework.

Business Outreach Workshop 9 April 2026: Procurement Opportunities in Ukraine under IFI-financed projects

UK companies are invited to join a Business Outreach Workshop delivered in partnership with Infrastructure Exports UK and the Department for Business and Trade, focusing on procurement opportunities linked to IFI financed projects in Ukraine.

The workshop will provide an overview of the World Bank Group and EBRD project portfolios, with a focus on infrastructure investments, priority sectors, etc. Participants will also receive practical insights into IFI procurement frameworks, tendering processes, and routes to market, including the use of national e‑procurement systems where applicable. The session aims to raise awareness of IFI‑financed opportunities, support UK businesses in engaging effectively in procurement processes, and facilitate dialogue between IFIs and the UK private sector.
