Welcome to the first edition of the ADS Policy and Government Affairs Update. This will be a monthly update from the ADS Policy, Economics, Public Affairs and Media (PEPAM) team, looking back at the latest political and policy developments, analysing what this means for ADS and our members, and looking ahead to the key issues on the radar.
Over recent weeks we have been closely engaged on the outcomes of Government’s Spending Review and Budget, as well as on activity and discussions at the UN’s Climate Change Conference, COP26 in Glasgow. We have been focused on ensuring your priorities as ADS members are heard as part of these important events.

As we move towards the end of the year the team continues to engage on a number of issues, including recent developments related to the pandemic and international travel. We are looking forward to a number of key events in 2022, including the ADS Annual Dinner and Sustainable Skies World Summit in January and will keep you updated on our political engagements.

In this section we summarise ADS’ political activity over the past month, updating on recent politial meetings, consultations ADS has responded to and any other key political updates that are useful for ADS members.

Last month, the PEPAM team held meetings with:
- The Chairs and Vice Chairs of the APPG for Space and the APPG for Aerospace to discuss the future plans of both groups. We will be looking to host breakfast briefings on topics such as sustainable aerospace and the Government’s new Space Strategy, as well as drum up support for our sectors amongst key MPs ahead of Farnborough International Airshow 2022, which the two groups will be invited to.
- Attended the Sustainable Aviation Parliamentary Reception where Aerospace Minister, Lee Rowley, addressed attendees, reinstating his support for the sector and noting recent successes with electric flight and the move towards Sustainable Aviation Fuels. He concluded that he was looking forward to working with industry in the months ahead to make sure that the aviation sector can hit its net zero targets whilst continuing to grow.

Last month, the team submitted a response to the Public Accounts Committee’s call for evidence on the Government’s progress in managing the border and implementing the Northern Ireland Protocol since the end of the transition period, as well as the impact of the new border arrangements on businesses and industry sectors. The team also responded to the Department for Digital, Culture, Media and Sport’s consultation on the creation of a new data protection regime. The response can be found here. Finally, we put together a response to the Department for Transport’s consultation on Future of Flight, which is part of its regulatory review on emerging transport technologies. Earlier this week, the Labour Leader Sir Keir Starmer reshuffled his Shadow Cabinet team with some key changes for Shadow ministerial roles relevant to ADS sectors. Please see below a summary of the key changes and you can also find the full new Shadow Cabinet here. ADS will be writing to those in relevant new positions in due course.

Aerospace Sustainability Update
|
Last month saw governments and businesses travel to Glasgow for COP26. Aviation was on the agenda on the summit’s Transport Day (Wednesday 10 November), but there were also many other aviation announcements made throughout the conference. The team have put together a series of blogs on COP26, outlining the key political outcomes, as well as a summary of the aerospace-related announcements. ADS’ pre-COP26 event hosted a week before the summit can be viewed online here.
Looking ahead, the next major waypoint for the aviation decarbonisation agenda will be the ICAO General Assembly next year in September 2022. ADS has already begun work towards this and will keep members updated on any relevant policy developments.

Launched during the Department for International Trade’s (DIT) inaugural International Trade Week, the Government has published a new Export Strategy, entitled Made in the UK, Sold to the World.
This builds upon the Government’s 2018 Export Strategy and sets out an ambition to accelerate UK export sales to £1 trillion by 2030, if not sooner, rather than the mid-2030s as currently projected. It also confirms that the Government’s Enterprise Strategy is due in 2022, as part of its wider business support offer. Our Security and Resilience Senior Policy Adviser, Nathan Mathiot, has written a blog summarising the strategy and setting out why it’s important for our members.

GDP figures released last month provided the latest indications on the state of the economy in the third quarter of 2021. As suspected, supply chain disruption was the key factor for slower growth despite a reopened economy. Shortages of some products and raw materials; ongoing disruption from Brexit and COVID; and a shortage of hauliers has resulted in the supply chain struggling to cope with the increased global demand. Aircraft orders and deliveries for October saw a dip with 30 single-aisle and two wide-body aircraft ordered as the aerospace industry continues its slow and volatile recovery from the COVID-19 pandemic. Manufacturers delivered 63 aircraft during the month, which is the lowest number of deliveries in any October since records began in 2010. You can read more on our website here.

EU and International Update
|
The National Audit Office published a report on the state of the UK border with the EU since January 2021. The purpose of this report is primarily to draw together information on the impact of the new border arrangements and to identify future risks. Our Senior Economist, Aimie Stone, has written a blog summarising the report.
Last month, ADS wrote to Ministers at the Department for Transport requesting discussion of a Maintenance Annex to the UK-EU Trade & Co-Operation Agreement at the first Specialised Committee on Aviation Safety, which took place last week. ADS will keep members informed of any updates.

National Security and Investment Act
|
The Government has updated its guidance on how new rules about acquisitions that could harm the UK’s national security will work. These rules will come into force on 4 January 2022. The update provides further information on what to expect when an acquisition is being reviewed and assessed.

The New Professionals Forum (NPF) is a networking and professional development forum for industry professionals new to the Aerospace, Defence, Security and Space sectors. The NPF provides ADS members with the opportunity to help new starters navigate the broad landscape of support networks and initiatives available to them outside of their companies.
Chi Lunga, the team’s secondee from MBDA, has been working with the NPF committee to host their Annual Conference, which took place last week, and involved senior keynote speakers from both Government and industry. Chi has also recently begun a new blog series, “NPF Deep Dive”, which features interviews with new professionals on their areas of expertise. The topics that have been covered so far include sustainability, skills, running a small business alongside work, and exploring specialist work early in your career. Finally, in this section, we look ahead to key PEPAM team meetings and events of relevance to ADS members.

In December, ADS will be attending an Industry and Parliament Trust Dinner on The UK’s Space Race hosted by the Chair of the Space APPG, David Morris MP; a meeting with Transport Decarbonisation Minister, Trudy Harrison MP; a Labour Party reception; and a meeting with Greg Clark MP and Jack Dromey MP alongside the Manufacturing 5 group of trade associations.

The House of Commons will rise for Christmas Recess on 16 December 2021 and will return on 4 January 2021.
|
The ADS Annual Dinner will return for 2022, bringing together the aerospace, defence, security and space sectors once again and taking place on 19 January. ADS has invited key political and Government stakeholders to the event. Tickets can be purchased here.

Farnborough International, in partnership with Sustainable Aviation, will be hosting its inaugural Sustainable Skies World Summit which takes place at Farnborough International’s Exhibition & Conference Centre, on 25-26 January 2022.
As the first large-scale event of its kind in the UK, the summit will support the Sustainable Aviation coalition’s agenda, which sets out to collectively achieve a cleaner, quieter, and smarter future for the industry.
