Germany’s planned government aviation complex at Berlin Brandenburg Airport could cost up to EUR 2.5 billion, compared with an earlier estimate of EUR 344 million.

The project would expand the existing temporary government terminal rather than construct a separate new VIP terminal, an earlier proposal abandoned in 2022. However, revised requirements have increased the planned site from approximately 30 hectares to almost 60 hectares.

Current plans include command, guard and operational buildings, aircraft hangars, taxiways and an underground fuel-supply system. They also provide for relocating the German government’s air transport wing from Cologne-Wahn Airport to BER, expanding and modernising its fleet, and accommodating around 1,100 personnel.

The complex is planned to include 26 aircraft parking positions, although the government fleet currently comprises 15 aircraft and three helicopters. It is scheduled for completion by 2038 at the latest.

The Federal Institute for Real Estate, known as BImA, said the estimate includes expected construction-price increases and a risk allowance, but that project documents still require further definition. Germany’s Taxpayers’ Association has called for the scheme to be reassessed, arguing that its scale exceeds operational need.  #1279.DEV5
