Sen. Eric Schmitt (R-MO) introduced the Modern Skies Act on September 28, proposing $30 billion in additional federal aviation investment. The legislation, which is supported by U.S Department of Transportation (USDOT) as part of its broader aviation modernization effort, would provide $3 billion in discretionary Airport Improvement Program (AIP) funding, $5 billion for Airport Terminal Program (ATP) grants, $2 billion for FAA-owned control towers, and a new $10 billion pilot grant program for terminal, capacity, and cargo projects at certain medium-sized airports. Additional funding would support air traffic control technology, data infrastructure, telecommunications resilience, and other FAA modernization priorities.
