Welcome to the latest instalment of the UK-Ukraine Transport Partnership newsletter, featuring updates on recent DfT activity, including the publication of the Kharkiv Reconstruction Transport Strategy – DfT’s flagship project supporting the transport planning commitment under the UK–Ukraine 100 Year Partnership.

Kharkiv Reconstruction Transport Strategy

We are delighted to announce that the Kharkiv Reconstruction Transport Strategy has now been published, marking the culmination of more than two years of dedicated collaboration and hard work. Developed by the Department for Transport and Arup, in partnership with Pinsent Masons and Kharkiv City Council, the strategy provides a practical framework for rebuilding Kharkiv’s transport system. Following a ceasefire, it will help the city recover from the impacts of the war while supporting its long-term vision for a safe, sustainable and modern transport network.

We would like to thank all partners and stakeholders whose expertise, commitment and collaboration have helped bring this important milestone to fruition.

UK-Ukraine Sectoral Transport Working Group

In May, the Department for Transport was pleased to convene the UK – Ukraine Transport Working Group, bringing together representatives from UK and Ukrainian Governments, and the UK private sector. Featuring a maritime centred agenda, discussions focused on Ukraine’s maritime recovery and resilience priorities, including port infrastructure development, and maritime skills and training. Providing a valuable forum for sharing expertise, the group explored opportunities for future collaboration and how the UK Government and industry can support the recovery, modernisation and long-term resilience of Ukraine’s maritime sector.

DfT at the Ukraine Recovery Conference in Gdansk in June

As part of the HMG delegation, DfT attended this year’s Ukraine Recovery Conference. While participating in the Kharkiv City Council Resilient Cities side event, DfT highlighted the UK private sector’s expertise in project preparation, as well as our intention to further support regional transport planning in Ukraine this year.

The next Ukraine Recovery Conference is due to take place in January 2027, providing a further opportunity to strengthen international support and showcase progress on Ukraine’s recovery and reconstruction efforts.

Ukraine Transport Priorities Featured at International Transport Forum 2026

The International Transport Forum (ITF) Global Summit was held from 6 to 8 May 2026 in Leipzig, Germany. The theme for this year’s summit was “Funding Resilient Transport,” following the need to mobilise investments and financing strategies to strengthen transport systems against various threats – an area where Ukraine could contribute its significant experience. DfT officials attended the summit as well as the Common Interest for Ukraine’s (CIG4U) expert workshop on ‘Actionable Pathways for the recovery and modernisation of Ukraine’s transport Sector’. This covered the results of the CIG4U’s research programs on Ukraine’s Rail passenger, Waterborne and Aviation transport pathways – for which nominated UK experts from UUTP companies contributed through the expert review panels. It also detailed the ITF’s new Ukraine Transport Support Fund, which is designed to support smaller projects that may not be eligible for larger donor funding programmes. The fund was subsequently endorsed at a further workshop and ministerial roundtable at the Summit.
