Welcome to the latest instalment of the UK-Ukraine Transport Partnership newsletter, featuring a round-up of recent Government activities and engagement in Ukraine’s transport reconstruction.

HMG Expertise Featured at the 2025 Ukraine Infrastructure Forum

The Department for Transport’s Ukraine Recovery and Reconstruction team were delighted to participate in the Strategy Council’s 4th annual Ukraine Infrastructure Forum held on 29 October in London.

The forum brought together over 200 stakeholders from multilateral organisations, Ukrainian official bodies, financial institutions, advisors and private sector infrastructure developers and operators – including UUTP members.

This year, the panels explored how the private sector can play a leading role in the transformation and rebuilding of Ukraine infrastructure. As part of the event, Emma Foley, Head of the Ukraine Recovery and Reconstruction team, discussed reconstruction efforts in Ukraine and provided an update on regional transport planning initiatives coordinated by the Department for Transport in the cities of Kharkiv and Lviv. More widely, the event called for investment in key infrastructure projects and highlighted the availability of war risk insurance to de-risk investment into the reconstruction effort.

HMG Continues to Support Lviv Regional Recovery: Airport City Masterplan

Following the successful completion of the Lviv Transport Hub scoping study earlier this year, the Government is continuing to support Ukraine’s recovery in the city.

The Department for Business and Trade announced it will deliver one of the outputs identified by the scoping study; the Lviv Airport Transit Oriented Development Masterplan, funded through the Project Development Programme. The project will support the development of an airport city hub to boost connectivity and investment in the region, and will be delivered by a partnership of UK firms; Jacobs, BDP and Gleeds.

ReBuild Ukraine 2025: Construction and Energy Conference

The 5th annual ReBuild Ukraine conference was held on 13-14 November in Warsaw, Poland. The Department for Transport accompanied the Department for Business and Trade, Foreign, Commonwealth and Development Office, and the British Embassy Kyiv at the DBT-led UK pavilion at the event. The pavilion showcased an array of British expertise and innovation leaders by hosting a number of British businesses, including UUTP members, highlighting the UK as a key partner in Ukraine’s reconstruction efforts.

With key stakeholders in attendance the conference created opportunities for us to connect with various regions and municipalities of Ukraine. HMG welcomed the opportunity to reaffirm relationships and build new connections with different regions of Ukraine. We hope our new links to Ukraine may open the door to opportunities for the UK private sector and members of the UUTP.
