he Order of Engineers in the Southern Region promotes MEGAPROJECTS | Leadership and Governance, on June 3rd and 4th, in the OERS auditorium. Led by Professor Nuno Gil, University of Manchester, the Program includes an opening Conference in the morning of the first day, followed by training in the afternoon and throughout the second day.

A key conundrum in managing “megaprojects” – large infrastructure projects such as airports, railways or power plants – is how to lead and govern the megaproject to ensure its legitimacy throughout its life cycle. capital and other necessary resources, managers must comply with rules and regulations that establish the need for economic returns to exceed production costs.

But to subsequently execute the project, managers must encourage the collaboration of a vast ecosystem of stakeholders, including local communities, local authorities, regulators, and interest groups, and act in accordance with social and environmental concerns that go far beyond the law and regulations in force. To transition from an investment objective focused on capturing economic value to a broader purpose, managers will have to relax the budget, deadline, and scope of the project, triggering objections from institutional investors, media protests, and attempts to cancel the project by critics based on ideological and/or opportunistic reasons.

With a panel of distinguished guests from the United Kingdom and Portugal with decades of experience in planning and executing megaprojects, this initiative aims to debate the United Kingdom's experience in recent decades, with emphasis on railway megaprojects (Crossrail, High-Speed 2) and airports (Heathrow Terminal 5, Terminal 2), and learn lessons about how Portuguese megaproject managers can deal with the difficult and inevitable adjustments between financial, social and environmental objectives that they will certainly experience in the coming decades.
